Leg 1: Moalboal → Cebu City Pier 1 (the van leg)

Moalboal sits on Cebu’s southwest coast, about 90 km from Cebu City. By private van it’s roughly 3 hours, sometimes 3.5 if Cebu City traffic is bad on the way in. The driver picks you up from your Moalboal hotel — Panagsama, White Beach, Basdaku, the dive resorts off the main road — and drops you straight at Pier 1 in time for your booked ferry.

What nobody tells you: the timing here is the whole game. Pier 1 has a multi-step check-in (terminal fee booth → ticket validation → baggage screening → boarding gate) and you need at least 60 minutes on the Cebu side. That means leaving Moalboal at least 4.5 hours before your ferry departs. Your combo driver builds this buffer in. A random Grab driver does not.

Leg 2: Cebu Pier 1 → Tagbilaran Port (the ferry)

This is the only sea leg. OceanJet runs a fast craft from Pier 1 Cebu to Tagbilaran, about 2 hours. Up to 16 departures per day starting at 5:10am, last at 6:40pm. SuperCat runs a similar service less frequently. Both are air-conditioned catamarans.

The boat is a catamaran, not a giant ROPAX — it moves quickly but it does roll if the weather is bad. If you get seasick, sit at the back near the centerline.

Leg 3: Tagbilaran Port → your Panglao hotel (the land transfer)

This is where most travelers lose 60-90 minutes and a few hundred pesos to taxi confusion. Tagbilaran Port sits on the south side of Tagbilaran City. Panglao is connected to Bohol by two bridges (the old Borja and the new Panglao bridge). Depending on which beach you’re going to — Alona, Dumaluan, Doljo, Bingag — the drive is 25 to 50 minutes.

If you book the combo, your Tagbilaran driver is waiting at the exit gate with a sign as soon as the ferry docks. No haggling, no negotiating with random vans, no surprise rerouting through “his cousin’s” beach resort.

Realistic timing (a sample day)

If your goal is to be on a Panglao beach by sunset:

• 9:00 AM — pickup at your Moalboal hotel
• 12:00 PM — arrive Cebu Pier 1, check in, lunch at the terminal
• 1:20 PM — OceanJet departure
• 3:20 PM — arrive Tagbilaran, driver waiting
• 4:00 PM — at your Panglao hotel

That’s a comfortable version. You can compress it by an hour if you take an earlier ferry, but expect about 6-7 hours door to door any way you slice it. This is not a quick hop. Plan a full travel day.

OceanJet schedule (Cebu → Tagbilaran)

Schedules change seasonally and during weather warnings. Always confirm 24 hours before travel. As of April 2026:

From Moalboal you should aim for the 12:00 PM, 1:20 PM, or 2:40 PM departures. Earlier than that and you’re leaving Moalboal before sunrise.

Real prices (April 2026)

The Moalboal van is the part that swings the math. It’s PHP 7,000 for the whole vehicle — so the per-person cost depends entirely on how many of you are splitting it. Honest breakdown:

• Solo traveler, private van both ends: ~PHP 9,500 total. Painful. Take the shared version below.
• Couple, private van + Business class + private Panglao transfer: ~PHP 5,300 each.

• Ceres bus, Moalboal to Cebu South Bus Terminal: ~PHP 150-200, ~3.5 hours, no air-con on some buses. You stand if it’s full.
• Taxi or jeepney, South Bus Terminal to Pier 1: ~PHP 150-250, 20-40 minutes depending on traffic.
• OceanJet Tourist class: PHP 1,000.
• Tricycle from Tagbilaran to Alona: ~PHP 300-500, slow and hot.

Total: about PHP 1,700-2,000. Half the price of the combo. The trade-off is: three separate purchases, no one is timing the connections, and if your bus is late you’re rebooking the ferry yourself in line at Pier 1. It works for solo backpackers who like the adventure. For couples, families, divers with gear, or anyone with a flight to catch on the other end — book the combo.

Where on Panglao matters more than you think

“Panglao” is not a single place. Different beaches have different transfer times and very different vibes:

• Alona Beach: The party strip. 30 mins from Tagbilaran Port. Most resorts, most restaurants, most divers. Loudest at night.
• Dumaluan Beach: 35-40 mins from port. Quieter, family-friendly, longer beach.
• Doljo Beach: 40-50 mins from port. The local secret. Almost no nightlife. Best for couples and writers.
• Bingag / Momo Beach: 45 mins from port. Boutique resorts, no crowds, premium prices.

When you book the combo, tell us which beach. Don’t assume “Panglao” — Doljo and Alona are 25 minutes apart and the price reflects it.

What can go wrong (and what we do about it)

Honest list, in order of frequency:

• Cebu City traffic. Mid-afternoon traffic into Cebu City can add 60-90 minutes. The combo driver knows the patterns and leaves Moalboal earlier than the bare minimum. We build the buffer in.
• Weather cancellation. Tropical storms shut down fast craft for safety. Happens 4-8 times per year. If your ferry is cancelled, OceanJet rebooks for the next available departure.
