Pier 1 has a multi-step check-in (terminal fee booth → ticket validation → baggage screening → boarding gate) and you need at least 60 minutes on the Cebu side. That means leaving Moalboal at least 4.5 hours before your ferry departs. Your combo driver builds this buffer in. A random Grab driver does not.

Leg 2: Cebu Pier 1 → Tagbilaran Port (the ferry)

This is the only sea leg. OceanJet runs a fast craft from Pier 1 Cebu to Tagbilaran, about 2 hours. Up to 16 departures per day starting at 5:10am, last at 6:40pm. SuperCat runs a similar service less frequently. Both are air-conditioned catamarans.

The boat is a catamaran, not a giant ROPAX — it moves quickly but it does roll if the weather is bad. If you get seasick, sit at the back near the centerline.

Leg 3: Tagbilaran Port → your Panglao hotel (the land transfer)

This is where most travelers lose 60-90 minutes and a few hundred pesos to taxi confusion. Tagbilaran Port sits on the south side of Tagbilaran City. Panglao is connected to Bohol by two bridges (the old Borja and the new Panglao bridge). Depending on which beach you’re going to — Alona, Dumaluan, Doljo, Bingag — the drive is 25 to 50 minutes.
